Question
I am going to have a small bathroom built that only has a toilet and one vanity in it. I would like the vanity to be pretty small with only one sink and a mirror up. The single door that enters into the room will open up outward from the room not inward. What is the minimum dimensions the room can be inorder to meet code. Thanks

If this is for a single family residence that has other bathrooms, whether original or remodeled, then there should be no problem as to downsizing it below norms.
You may wish to check local ordinances that might prescribe a handicap access bathroom in some cases.
If this is a commercial project then you will have to meet minimum codes.
For single family houses you can use small fixtures with a room width of 4ft x 4 ft if they are side by side.  If they face each other with a door in the center, then I would try to get at least 5 ft. wall to wall with a minimum of 2 ft. 8 inches.  I have seen smaller in older residences.
