Question
I would like to take an urban building that is 22' x 80' and have it built into a combination business and residential living space using the 12' ceiling for the front part of the building for a piano studio then using the back of the first floor for living space and build a second level within the existing structure for sleeping space. The problem is egress. the rear of the building is on a public alley and the front of the building is on a street. Their could be windows in the front or back of the building but it is a very long building to put sleeping spaces on each end. I would like to get a professional design but don't know how much it would cost nor where to find someone who would do it.

You can ask an architect for a feasibility sketch design to see how this geometry would work with the retail on the ground floor and living area above.
In order to call out living areas as bedrooms, yes you have to have egress for fire.  In 22 feet you could get two narrow bedrooms on one side and the living/kitchen on the other with a stair on the living side going up from the alley.
The building or zoning department should be consulted to see how this scheme could work.  You should ask about mixed use zoning requirements, parking for residential and commercial, entry location for each, garbage collection, utility hookups, etc.
Fees for an architectural schematic floor plan could be as low as $8-10K if you can get the zoning information put together beforehand.
