Question
Hi John,
I'm interested in purchasing a particular property that has been framed but not finished.  This home has the siding complete except the stucco has not been started.  I had heard that since it's been sitting in that condition for the past 2 to 3 years, the sheating and metal grate (that the stucco adheres to) needs to be pulled off and redone since it's no longer effective.  Is this true or am I able to still finish the stucco and have the house to code?

Answer
An uncompleted house may have several issues.
Sheathing may have allowed moisture to penetrate and this needs to be checked.  You might also have insect infestation.  When sheathing gets wet and moldy termites are attracted.
Location and weathering of property has much to do with whether or not you have to redo this.  Also extent of stucco work.
In Arizona or areas with little rain and dry climate, this may not be a problem.
If you have gone through freeze/thaw cycles and or high humidity you should probably redo the sheathing and metal base.
This is a wood framed house and any unfinished work left for two years or more is susceptible to infiltration of water and possible mildew even.
Have a qualified inspector check this out for you.
