Question
I am planning a rather ambitious project in Southern California.  The plan is to build a large concrete maze, incorporating several levels as well as flowing water and plants growing on the top of part of one of the levels.  I know I would need to consult an architect for structural reasons.  If you could give me some ideas on how I would find someone who would be able to help with something that is rather out of the ordinary, and give me an idea about how much I'd end up spending on the architect and what sort of things I could expect from the process I would appreciate it.

This sounds very interesting.
Will this be an amusement of some sort, with paid admission?  Or a private structure?
Either way, you have some things to consider right away:  One of the basic intents of the building codes, is to get people out of a structure as quickly as possible, with a clear path to the exit, easily found.  The basic purpose of a maze, is to confuse people and get them 'lost'.  These two purposes are in opposition to each other; and this is what makes your project interesting.  How to achieve both goals?
You should search out local architects through your local chapter of the American Institute of Architects, and specifically those with experience designing outdoor monuments and landscapes.  You will also need a structural engineer on the team, and a plumbing and electrical engineer.  The Architect will bring those other specialists to the project, or you can select your own.  
Generally, a 'rule of thumb' for professional design fees, is about 10% of the cost of construction.  This can vary widely.  Be sure to seek proposals from several qualified design teams.
