Question
is it common for drafters to be self employed?  if so, how does one go about getting started?

Yes, it is becoming more common.  But most drafters probably still work for a company as a regular employee.

Working on your own means that you need to put a lot of effort into promoting yourself, in order to attract clients and stay busy.  One of the best resources might be the local chapter of the American Institute of Architects (AIA).  You can find them in your phone listings.  They probably have a list of all of their members, which they would be willing to share with you.  Then, it is a matter of calling all of them, offerring your services, and perhaps going in for an interview.  They might ask you to show them some work you have done in the past, and to demonstrate your ability.  References from past work are also important.
Another good resource these days is the internet; public listings such as "Craigs List" are a good place to post a services-offered advertisement.
