Question
hello, i'm gearing up for a thesis project beginning next fall in 2007, and i had broad questions about materials that were more apt for this type of construction.  What are the best materials for submercing in water?  Thank you for all the help you could give me!

Answer
First: concrete (pre-cast and, in some cases, poured in place).
Then: steel, with appropriate protection.
Then: aluminum and plastics.
Then: wood (treated).
These are broad categories, but should provide you with a starting point.
An important consideration is saltwater (marine) vs. freshwater.
