I am looking to move to a sunny location.  My ridiculous criteria:  Very sunny most of year (SAD), moderate temps (60-80), not humid, privacy, space, eco-aware, artistic, foodie, low cost of living, cultural, short commute, beautiful, good real estate market preferred (I am a REALTOR), good college nearby, tech friendly, community feeling.

Just rushing off on vacation.  This is a hard question to answer in that there are many pluses to the various parts of Arizona but they are also having a very hard time with the ecomony.  If you are in real estate you know that Phoenix and the surrounding area are one of the hardest hit.  That being said that area also has many of the positive attributes you described.  I think that research into the area in Arizona you are interested in has to come first.  Sorry I am being brief but I have to catc a plane.
