Question
i have a oil painting from 1884 on its original canvas its a portrait of T.J.O'Keeffe and its painted by A.K.Kipps i cannot find any information about either one of these guys if any one could help me it would be much appreciated thank you

Hello Iani and thank you for your question.  Regrettably, I cannot help you.  Artist identification is not really the same thing as art history -- although the two are often intertwined.  Your best best is to find a local fine art dealer - and one dealing in 19th century works.  The only Kipps I can find mention of anywhere was a lithographer (which wouldn't appear to marry up with an oil painting - although it is not unusual for an artist to use different media when producing images.)  This Kipps was active in California .. other than that, I know nothing about him or his subject.  So sorry ....
