The photo
Okay so I was doing some blogging online and I came across a really cute picture, and I love this type of edit but I don't know how to do it on Photoshop? if you could help me, that'd be great! Just a few steps to get the same kid of effect :')

First off "technology and art" is outside of my expertise - but since I happen to be pretty good with Photoshop I can help you out - but just this once.

All that is going on here is some messing with colour balance and levels.  First off start by creating a few different identical layers of the image so you can hide/reveal them to check your progress. Start by Image>adjustments>colour balance (also CTRL + B) and moving the toggles around.  It is best to do the shadows one shade (cool) and the highlights another (warm).  You can do a similar thing by applying a photofilter at Image>adjustments>photo filter, and selecting a colour.  Generally your image will be pretty garish at this point so you may want to tone in down by using the desaturation tool Image>adjustments>Hue/saturation and grey it out some.  If you have need of still more over all toning you can add a new layer as a solid colour and reduce the opacity.

There are tons of ways to create an image like this.  just play around and you should find something that works.
