Do you mean Genetic learing algoritms?  i know very little about this topic as i do not work in this area.  I do suggest the C# programming language as it is a very strong commercial quality language and can be used for any programming project.  The Visual Studio 2008 programming system is so advanced that it is very hard to imagine using anything else.  You can even download a free limited version from Microsoft called Visual Studio Express that comes with C# for free.  

The main idea of Genetic algoriths to create a system that 'evolves' - as in 'Evolution' of life.  The system must evolve to some predetermined ability - like the abiltiy to write music or peotry (a common example for existing research in this area).  Antother example - more useful i think - is systems that layout circuit boards for electronic systems.  that's about all i know about this.
