Question
I have a bisque frozen charlotte doll 3 inches tall. What do the markings on the dolls back mean? There is a 401 with a 7 under it.

the 401 is probably the mold  number and the number 7 is either the version or the doll size. On the higher quality frozen Charlottes there are other markings. They can be a single letter or just a mark of some sort.

Many of these were made as collectables, premiums or just as small gifts. So they often went without markings of the artist.
Using a magnifying  glass or jewlers loop exam the feet, the back at the neck and the neck. If there are any other markings these wil be found in one of these areas.
Like the Frozen Charlotte version of the Kewpie there are RO in tiny letters that indicate a true Rose Oneill.
So you may want to exam it more closely.
If it was like the Shirly Temple dolls of the Follanders Doll Factory, No markings other than the mold that was used will be identifiable.
