I don't know where you live, but I am assuming that you are in the USA.
The answer to your question really depends on your state, county and local government.
If I were you I would look up the Department of Revenue online for your state government and find out what the requirements are. They should also be able to refer you to your county to determine if you require and further licenses.
Additionally it depends on what your business is going to do, if you have a home office, employ people in a store, reselling a product - there can be more than one license required.
So go online and check your State's website as well as your county website for which there is usually a link from the State site.
