ANSWER: I did a quick search on the internet and found this answer for you. IF it doesn't answer your question, simply search in Google with the words "volcano vinegar kids" and lots of answers will come up. I hope this helps!!

Things Reqiured
Red food Color, Vinegar, 2 small plastic or glass bottles, Funnel, Bicarbonate of Soda (Bicarb), Large colored plate, sand, Glue (fevicol), colored paper, Pencil, scissors, sticky tape.
Vinegar Volcano
Step: I
Add some red food color to some vinegar in a small bottle using the funnel.
Step: II
Wash and dry the funnel. Use it to put 1 or 2 desert spoons of bicarb into another small bottle.
Step: III
Stand this bottle in the middle of the plate as the volcano. Pile the sand around it.
Step: IV
Paint the sides of the bottle with glue, to make it stick. This is the volcano's opening, or crater.
Step: V
Make a palm tree. Draw som leaves on green paper and cut them out. Snip around their edges to make fronds. Roll up some colored paper to make the tree trunk.
This would be a fun experiment for classrooms, daycares, Girl Scouts, and Cub Scouts.
Parental supervision is recommended.
Note: As in all recipes, results can vary depending on humidity, conditions, etc. Please try any recipe out before attempting in a group setting.
This project is rated EASY to do.
What You Need
For the Volcano:
* Large paper plate
* Bathroom disposable cup (3 ounce is best)
* Aluminum foil
* Scotch tape
* Scissors
To Make the Volcano Erupt:
* Water
* Baking soda
* Vinegar
* Tablespoon
* Cup
* Pan or tray
How To Make It
Erupting Volcano
1. Attach the paper cup to the plate by taping the bottom of the cup to the middle of the plate.
2. Tear off a piece of foil large enough to completely cover the cup and plate.
3. Place the foil over the cup and plate and turn the foil under the plate edge.
4. Tape the foil in place.
5. Poke a hole through the foil into the middle of the cup.
6. Use scissors to make slits from the middle of the cup to the inside edge of the cup. Tape the foil to the inside of the cup. (see photo)
7. Now make your volcano erupt! (see below)
To Make Your Volcano Erupt:
1. Place the volcano on a pan or tray (or you'll get lava all over the place!)
2. Fill the volcano with 2 tablespoons of water and stir in a tablespoon of baking soda until it dissolves.
3. Measure 2 tablespoons of vinegar into a separate cup.
4. Pour the vinegar, all at once into the water/baking soda mixture and watch your lava bubble up!
WHY'D THAT HAPPEN??
The bubbles that are created are filled with carbon dioxide. The carbon dioxide is a gas that forms when the vinegar (an acid) reacts with the baking soda (a base). For all you bakers out there, this is also what makes cakes and quick breads (the no yeast kind) get all nice and fluffy.

QUESTION: The answer given also uses Vinigar. We are not aloud to use theis ingredient at all. Is there any alternative ingredient that can be used?
Answer I am so sorry!! I did not read your question carefully about making a volcano without vinegar.There is no safe alternative. I found two dangerous alternatives, and will list one here, but I do not recommend it AT ALL unless it's totally done by an adult away from the children. But it might be of interest to you to read.
Volcano: WARNING! Dangerous.
"Mix equal parts (up to 70% sugar and 30% saltpeter ratio will work) of table sugar and nitrate of potash (saltpeter). To ignite the volcano a match must be in the flare up stage and dropped or inserted into the mixture. It will not explode but will make a LOT of smoke and brimstone and the most realistic volcano simulation you will see. The only drawback is that it is EXTREMELY hot."
I'm a little surprised that you can't use vinegar! It's such a perfect ingredient, and not dangerous at all. Maybe you can check with your supervisor-person and have a discussion about why it is safe and how you could properly supervise the volcano activity, which is a traditional and acceptable experiment in schools since the 1900's with no ill effects of any kind over all that time.
Sorry I sent the other answers...It appears that you won't be able to do a volcano unless you use vinegar. I hope you can change the rules so you can enjoy the simple vinegar experiment with the kids.
