Question
do pharmacies have a doctor on staff to write prescriptions, similar to the Mexican system?  I have a steriod eyedrop that I may need to get refilled in Aruba or Curaco.

Answer
Hi Daniel..Pharmacies, or, "Boticas" as they are called in Aruba do not have doctors on the premises. Only a doctor, either at his office, or at the Oduber Hospital will write a prescription for any drug, or refill.
They are usually  in that respect, and since it is not a narcotic or other dangerous drug, you should have no problem getting a refill if you need one.
The easiest/quickest way is to go to the hospital, bring the vial/bottle and a copy of the last prescription along with you.
Some Boticas are open 24 hours if the situation arises that you may need to go to one.
They are all listed in the phone book in your room.
