I was born in Aruba 1951.  Left to go to England (I have British citizenship) where I stayed until feb. 2009. I am retired and have have permanent residency status in Aruba.  I would like to set up a small business can you tell me if it is possible and if
'yes' how do I proceed.

Phyllis..from what I understand, you have residency, but not citizen status. If that is the case, you will have to have a partnership with a citizen of legal status for your business.
I would check with the local authorities, as their may be some type of waiver since you were Aruban born and have residency.
It may also help if you changed your citizen status to Dutch/Aruban, as it will make setting up a busines much easier.
