I have a 2 yr. old pom over the last couple months he has developed severe itching/scratching. His fur has dandruff like flakes in it.  He also a a very, very strong "wet dog" odor which he never had before. My groomer suggested I change his food, which I did a few days ago.  I was just wandering if if could really be a food allergy causing this

Food allergy is a possibility, but it seems as if the big problem is a skin infection.  Check with your vet about that.  Some dogs with food allergies can have skin infectio nwith bacteria or yeasts.  This could also be allergies to other things besides food.
