Does using a regular collar when walking a Maltese cause collapsed trachea?  Should I use a harness, if so is there a harness that doesn not cause matting?

Using a regular collar will not cause a collapsing trachea, but it can make a collapsing trachea worse.  A harness is the best thing to use if your pet has tracheal collapse.

Sorry, I cannot recommend a specific harness for your pup.
