MY CAT HAS WHAT LOOKS LIKE A BLACK SPLINTER GROWING FROM HIS LOW EYE LID. IT GROWS, FALLS OFF THEN GROWS BACK AGAIN WITHIN A DAY OR TWO.WHAT DO YOU THINK IT IS? WHISKERS IS ABOUT 12 YEARS OLD. THANK YOU FOR YOUR TIME.

Without seeing the cat, I cannot be specific, but this sounds like a fast growing tumor of some kind.  Some tumors grow so fast that they outgrow the blood vessels that supply the tumor and the tumor will die off and in this case fall off.  Check with your vet.
