Answer
Mike  -

You should take your cat to a veterinarian to determine if the spot is just pigmentation or if it is the start of some type of melanoma.  You should observe the "spot" for changes in shape, texture and size.

I would like to recommend that you contact a veterinary expert  - Dr. Louis Gotthelp, who happens to be a veterinary dermatologist.  Because he is a specialist, he should have tons of experience in this area and should be able to give you insight on what type of "spot" your cat has.  You can contact him by e-mail in the same manner you have contacted me.
