has been constantly crying for the past 3 hours. she is also shaking. any reason
as to why she is doing this?

Is your two week old puppy with her mother or are you caring for her?  

If she is with a mother, she should be nursing every three to four hours.  If she is not doing that, have her seen by a veterinarian.

If you are feeding this puppy she should be seen by a veterinarian because she may be ill.

I cannot tell you what is wrong with your pup because I have not performed a physical exam - your vet can do that for you.
