My 9 month old had surgery on 1/20/09 and now we are dealing with muscle atrophy since he was in an external fixator for almost two months. I was wondering what your suggestions were to safely build muscle mass and strength back in that leg (right front)

You veterinary surgeon can instruct you on rehabilitative ideas to help strengthen muscles.  

I cannot recommend strength exercises because I have not had the benefit of a physical exam.  

Consult your veterinarian; he/she should not mind providing you with physical therapy to improve your animals' health.
