my friend had a dog that had a grothe and they just put a rubber band on it and it fell of and they said you can do that to bulls to nueter them i was wondering if i can do that to my dog?

Putting a rubber band on a dog to get rid of a growth or to neuter it would be considered animal abuse.  The rubber band may cause the area to become infected or may cause considerable pain and discomfort to the animal.  

Take your pet to the veterinarian to have it neutered.
