I have a blue heeler/ black lab mix and he has scratched so much he is
missing a lot of hair on his belly and legs, and also has bad sores on his ears.   
I'm thinking it is the mange.  Is there some thing to dip him in, rub on him, or
something to give; just something to relieve the itching?

This could be mange but it could also be an allergy.  YOu should check with your vet and have him evaluated.  THere is nothing over the counter that you can buy that is effective for mange.  Sores on the ears can be from fly bites if he is outside a lot.  YOu can get an insecticidal fly repellant from your vet.
