she is constipated and throwing up yellowish liquid and as of the last couple hours very lethargic and constantly drooling.

Perhaps you should consider having your pet examined by a veterinarian.  

You have an older cat that is lethargic - you need to have your pet examined by a veterinarian as soon as possible to determine why your cat is constipated and vomiting.
