I am thinking about adopting a dog from a shelter.  The dog's front right and left tits are black and swollen. They are literally hanging down. The shelter appears to not be concerned. They are soft masses and this is a male dog. What could they possibly be.p2

Unfortunately, I cannot tell you what the masses are on the dog with the benefit of a physical examination.  If you are interested in adopting the dog, request that the shelter officials pay for a physical performed by a veterinarian.  Most shelters have a veterinarian on staff that examines each animal, vaccinates and performs spays and heuters.
