Question
what are the black specks in her fur on her back above her tail and what can i do about them? they seem to be irritated/itchy.

Answer
This is probably flea dirt. Scrape some off and put them on a hite towel or tissue.  THen add a little water.  If they turn red, that is blood, confirming flea excrement.  Treat her for fleas with an insecticide like Frontline Plus and have her skin treated by the vet.
