Question
Our 10 wk old puppy is dropping his testicles. Does this normally affect their behavior? He has gotten noticeably more wilfull and hyper.

Yes it most certainly does affect their behavior. Most dogs are being neutered by 13 weeks of age or younger to prevent unwanted litters and bad behaviors like aggression.
If you want to wait until he is 5 months he will be a bit stronger muscularly but if his behavior is getting out of hand do it sooner.
