I have a 4year old Female German shepard she recently started giving off a bad order and she has a skin rash or something like dry skin  flakes coming off her .If you rub her you can feel the bumbs fromthe dryscalp .It fells like a bunch of bumps on her .

This is most likely seborrheic dermatitis.  Antibiotics, antifungals, and special shampoos called anti-seborrheic shampoos will help.  There will be an underlying problem wiht the skin like an allergy to foods or other environmental allergens.  The dog may have low thyroid hormones or a fatty acid deficiency.
