My dog is allergic to the blue dye in the .8 mg Soloxine pill.  Just before I adopted her she was placed on Soloxine for her hypothyroidism.  Over the next four weeks she chewed and scratched incessantly.  We changed her to a lower dosage version (so I give her 1.5 pills 2 times a day) within 1 week her scratching dropped to a normal level and she is actually resting!  It's worth a try.
