Question
My girl is  9 MONTH old Yorkie. She started itching and biting herself at about 4 months old. In the winter. They have tested her for mites and every other skin condition including yeast infections. Though she tested negative for everything they still teated her with antibiotics, and some antifungus  med. including shampoos. She is itching constantly until she bleeds. Her coat is also very oily. Please let me know if you have ever seen anything like this before. Thank You.

Even though they tested her for mites, have her treated for sarcoptic mites.  Also ask your vet if she can have some steroids to help stop the itching. There is a slight possibility that ther is a food allergy causing the itching.  If the sarcoptic mange treatment and steroids do not help then ask for a referral to a dermatologist.
