If someone's oxygen levels during an asthma attack reach 70 or below are they considered mentally competant at that time?

An Oxygen level of 70 is very low and should be considered an emergency. Oxygen levels are going to effect people differently at different levels so I can't say as far as being mentally competant, however, most people would be having very severe difficulty breathing at this point.
