Hi!
I m trying to understand the meaning of the "ruling planet" in a natal chart. Is it always the ruler of the rising sun? What do we check?
In my case (born 11-11-1972,14.00 athens, greece), my ruling planet is neptune at the 9th house?

The ruling planet it always the ruler of the Ascendant. It gives flavor to how you see life as well as how you react to it, it also have a bearing on how people see you.  In your case being in the ninth can indicate you love travel you love talking about ideas, you can often talk about and think about what life would be like if you could only ???? doesn't matter what it is your just always off thinking how it could be better if things were different. The fact your ruler squares your ascendant can indicate you often are uncomfortable with yourself, you tend to hide behind a fasade. When the ruler is affected by a transit or progression it can be an important time in your life.
