QUESTION: ROBERT BETER - Natal Chart

New Orleans LA 29N56’12.21” 090W06’14.2”
You will notice on the above ref. birth chart that Saturn is almost conjunct the Ascendant and that the Ascendant degree is in Scorpio on the cusp of Sagitarius and the first house. What is the ruling planet of the Ascendant and of the 1st house? Are they the same or different. Thank you in advance for your assistance in this matter.

ANSWER: Bob,
In my professional opinion, Mars rules the Ascendant/
1st house in the basic natal chart of the date, time,
and place you list. Same planet, in my view.
But don't discount Saturn, as it's close enough (by
sign and degree) to the Ascendant/1st house cusp to
be angular, therefore more symbolically potent than
if it were strictly in the 12th house.
Mars and Saturn are both strongly represented in
this basic natal chart.

QUESTION: I have always been under the assumption that the sun is my chart ruler, but I have Jupiter and Mercury in prominent positions on each side of the midheaven. Which is the chart ruler.
Jupiter and Mercury are angular (Mercury by degree and sign, and Jupiter by sign and since it's within 5 degrees also by degree). But just because a planet is angular doesn't mean it is the chart ruler. Also, I belive it's a modern astrology mistake to always take the Ascendant ruler as chart ruler. Ascendant ruler is only Ascendant ruler, and only sometimes chart ruler. In my opinion, Sun isn't your chart ruler. It's close between Mars and Saturn, but I believe Saturn is the most potent planet in your basic natal chart, therefore the "chart ruler."
