It is a general question. Let say Cancer is Ascendent at 23 degree and Mars is situated in Gemini (12 th house) at 0 degree 2 minute. It falls in 11 th house according to cusp chart. Would you consider it mangalik?

In other words, Mars will give result for which house 12th or 11th.

Manleek is not a principle that mixes with the cusp chart or Sripati Bhava system.

It is better not to think in clearcut black and white terms when working with astrological symbols and concepts. This is because karma and life - the subject of those symbols - is abstractly complex and not black and white simplistic.

Therefore take the yogas and descriptions and cases like "mangal dosha" as INDICATORS only, CONTRIBUTING to a more sophisticated spectrum of interpretation. Thus in this case if you have Mars at only 2 minutes of Gemini in a cancer ascendant, first of all your Mars is in Bhava Sandhi, or "house trasition" and is therefore challenged. Secondly, the focal point of Mar's quinicux/8th house aspect will be at 0 degrees of capricorn, which is the 7th house. and will overlap into the first few degrees of the 6th house. Mars is NOT powerful in this chart due to bhava sandhi. Rather the passion and energy in this person is quite challenged, and they are non-confrontational.

The effect of this specific mangal dosh is going to manifest more along the lines of this: this person will have DIFFICULTY dealing with confrontations and arguments in their relationships. It will be a challenge they need to overcome, to learn how to handle confrontation and argument in a positive, reasonable, and productive manner, without being scared of it.
