Hi. My niece was born on 23 september 2006 at 11.40pm. Dublin, Ireland (I think that is lattitude 52 degrees). Could you confirm please what sign and rising sign she is under?

According to the information you offered, your niece
has a Libra Sun sign (she "is a Libra") at almost
1 degree Libra, in the very early degrees of Libra.
Rising sign (Ascendant) is Cancer (about 10 degrees
Cancer).
Select other info: Mars, Moon, and Mercury are also
in the sign of Libra, Venus is in Virgo, and Jupiter
is in Scorpio.
Note, I use the Tropical Zodiac system, rather than
the Sidereal Zodiac because I believe it offers a
higher level of accuracy. Western astrology is based
on the Tropical Zodiac, and Hindu is based on Sidereal.
