I was born 4 19 1991 at around 6pm in brooklyn new york. I was trying to figure out some things about my sign. I read a lot about aries and sometimes im clueless.... sometimes Taurus reading fit me. i need help.

A cusp is the point of separation of the zodiac sign.  In reality the signs do not cover an exact 30 degrees, but for mathematical purposes we tend to use them, it makes things work in a more harmonious way.  Each of us has all 12 of the signs in our charts, you would look at the cusps of the houses to see where those signs are working in your chart.  You are a classic cusp person, if your time of birth is correct your Sun is at 29 degrees 21 minutes of aries, the Sun changed signs 13-14 hours after your were born.  So you are an Aries, but the Sun is getting ready to change signs, as we age, our planets progress by the time you were a year old your Dun had progressed into the sign of Taurus and will be in that sign until 2022, so you will feel the Taurus energy as a part of your own.  
What this means is you are an Aries no two ways about it, but you have learned to use your Aries energy in a more practical and focused way.
