I was born march 22, 1989 and my husband was born feb 21, 1984.

I just want to know if we are born on a cusp?

Yes, you were both born on the cusp.

Although you didn't list your times and locations of
birth, anywhere on the east coast, at any time on those
days includes Aries Sun for you and Pisces Sun for your
husband.
