Question
1.Which phase of the Moon rises in the east exactly when the Sun sets in the west? and why?

Answer
That would be the full moon.

East is opposite west, so if the moon is rising in the east when the sun sets in the west, it must be opposite the sun. That puts us in between the two, so our view of the moon would be the same as the sun's view, and whatever part of the moon the sun sees is fully lit, so that's what we would see, as well.
