This is actually just an optical illusion.  It's not any brighter or larger.  Use a small telescope to take photos on the horizon and at intervals as it rises.  When you examine the photos you can see that it stays the same.

Actually, the moon is farther away when rising

or setting, radius of the Earth (4000 miles)

farther away, as opposed to when it's high in

the sky.  It only seems larger due to the

"horizon effect" of using trees, buildings, etc.

as a bad judge of size.
