Question
does any random point on the earth's surface move closer and further away from the moon depending on what season it is or any other factor?

Answer
Dear Neil:

Yep.  As the earth rotates, first one side and then the other is closer to the moon.  And the moon's orbit is not perfectly circular either--so that is also a factor.  As the moon swings through its orbit it slowly gets closer and then further from the earth--and to different points on the earth.
