Question
is there a program or website that can draw starmaps/constellation from the perspective a different star system ?

I've heard that this planetarium software website is pretty good for that:
http://www.shatters.net/celestia/index.html

Note that the forums part of the website is very busy.  Try asking your question to people there.

That's the best option that I'm aware of.

I am not a professional astronomer by any means, but astronomy has been an interest of mine since childhood, and I am well-informed on the subject.
