are white people more evolved then black people I heard blacks came first then whites

While this question has nothing whatsoever to do with atheism, I'll answer it anyway.

The simple answer is no.  People, no matter their color, are all the same species: homo sapiens sapiens.  As such, we've all been evolving for the same period of time.

What you're most likely referring to is the (very well supported) idea that humans first evolved from our ancestors in the area we now call Africa, and then spread out from there to the rest of the world.  This does not, however, mean the "blacks came first."  We adapt to the world around us.  Darker pigmentation protects us from harsh sunlight.  While it's certainly likely that the first of our species had darker pigmentation, there's no way to tell, yet.
