There are many steps before a proposal happens. 25 is not too old in many industrialized cultures where women work. In the U.S., many women don't have children until their 35 or sometimes older, because their work is more important.

I'm not sure what your case is. You need to be in a place that has eligible men who might be compatible and you have to appear receptive to them - be friendly. The more friends you have, the better your chance that one of them might want to be more than just a friend.
