Question
I am fifteen and in high school I have known this girl since the fourth grade and
have liked her for quite a while now. We are in the same grade and have a few
classes together. We are really good friends and I just don't know how to take it
to the next level, and can't tell if she is just being nice or flirty, please help.

It doesn't matter whether she's being flirty with you or not. What matters is what YOU want.
Cameron, guys have very few "rights" when it comes to dating as most of them belong to the girls. One of the ones we DO have is to set the course of anything that's going to happen. Don't throw away one of your very few advantages - or worse, expect her to take it on for you.
You never have to worry about whether a girl is attracted to you at first or not. You can CREATE that attraction instead, but you've got to get moving. You've already known her for a number of years and time usually works against guys with these things.
Go to her the very next time you see her - don't wait - and invite her to spend some time with you doing something fun. Then, when you get together, turn on the charm but don't spend a lot of money. Remember: you're not trying to buy her affection, she'll give it to you simply because you deserve it. All you need to do is to just deserve it!
