Question
When the switch-over from analog to digital happens, will that be the end of the constant audio interference I experience on my television set?  There are a couple of HAM radio operators on my block that might be the culprits, or perhaps truckers.... I don't know, but the foul language & breaks in the picture are really annoying.  I'm keeping my fingers crossed that digital will solve that problem.

yes most likely the converter is not going to understand that frequency
if it does, it  can not convert to analog so you will be fine  walk around your neighborhood,3 block in each direction and look for a big tall antenna over 8 feet ,they come  in many shapes, when you find it
go to the door and ring the bell, explain the problem and tell him to install a filter  in the antenna so he will block the tv signal.

be nice and tell him that you give him a week for that
if not is time to use the law

Radio
emissions, no matter how intense, should not interfere with your phone or your computer! Even if you use a wireless phone, it's probably using microwaves, not radio waves. It sounds like this guy's rig is leaking over the top, and should definitely be breaking some law.

Other than legal remedies, your only alternative recourse is to build an encompassing metal cage around your house (i.e. shield yourself.) But I don't suppose that's very reasonable, is it? Or, you could cut the guy's wire :D
