Question
how come my phoniex gold cant bump my 2 15 eclise

Answer
You did not give me model numbers for the amp and speaker;  they are all different in performance.  The eclipse 15s are relatively efficient and are usually 4 ohm dual voice coils.  If you have them wired up properly for maximum power transfer you should get some good gut shaking bass.

HOWEVER:  Your amp may be under powered.  Or, you may have the voice coils wired out of phase (which will cause cancellation of the acoustic wave at low frequencies). Or, you may not have them mounted in the right box for low end reinforcement of the back sound wave, etc.

So, check things over and let me know the assessment re the above items.  Then come back with model numbers and how you have the voice coils wired up.  Then we can go to the next step.
