I think this is a radio with anti-theft code built in. When the power is removed from the unit it shuts down and locks all the controls.  To boot it up again you must enter the secret code.  This code comes with the car when new.  It should be retained so that you can restart it whenever power is lost.  If you bot the car used you should not have taken delivery from the seller without the code.

You must contact your VW dealer to get the code.  They will direct you to who to contact for the code information.  It is a service that costs some money.  And, you must show proof of ownership.  If the car shows up on the "stolen car" registry then you would be contacted by the local police - that is the purpose of the theft coding concept.

However, all that being said, there are a few agencies that claim they can get the code for you.  You can google around for them.   Try this one;
