Question
I have a delco GM radio manufactured in 2004, p/n 10356164. I'm trying to bench test it, but it will not turn on. The only thing it will do is take a cd and display the clock when I press the display button. Can this radio be tested without hooking up to the vehicle.

no this radio needs to find the original vin number of the vehicle to turn on so it will turn on only in the vehicle that it came off

it is a security feature the radio can be reprogram delete and add the vin number of new vehicle  but you need a trip to the dealer and 1 hour labor cost
