Question
Are these two terms the same thing? Is the term quality contorl review different than a peer review? If so, how? Thank. Annmarie  

Answer
They are the same in that they both have the goal of improving the quality of the work product.  The difference, however, is that the QC review is generally a formal process and is done by someone (or some group) that has the authority to enforce the recommendations resulting from their review AND the person whose work was reviewed may have their performance appraisal affected by the review results.  A peer review, on the other hand, can be very informal and the results do not typically carry the weight or influence of the QC review.
