I would like to visit Australia for a year - to see my sister.  I have 2 children aged 11 and 13, would it be possible for me to send them to school for a year.  I do not plan on working

If you will just be visiting for a year, and not in Australia on a work visa, then no, your kids cannot go to school in Australia.  You would need to apply for yourself and your kids under a visa that allows for schooling, otherwise you would be looking at paying the full expense of private school education.  I highly advise you to contact an Immigration Lawyer to find out your options.
